Thomas Kane
Chief Executive OfficerThomas Kane
Chief Executive OfficerTom Kane serves as the Chief Executive Officer, managing the overall operations and resources of NB+C, and overseeing all high-level strategic decisions that direct the overall growth of the company. Prior to January 1, 2021, he served as President of NB+C since 2003. Under his leadership, the company has experienced significant growth, launched several new business units and expanded its geographic reach.
During his tenure with NB+C, Tom has held several key positions. Success as a Program Manager led to his heading up the Real Estate department in 1999. In 2001, Tom was promoted to Vice President of Operations for the entire organization. He was also a Principal in the company’s tower subsidiary, Network Towers, LLC, a development company that successfully built 90+ communications towers. The tower portfolio was sold to a public tower company in 2006.
In 2007, Tom utilized the firm’s tower development capabilities and backlog to lead a successful management buyout, creating a 100% management-owned LLC. Since 2007, the organization has expanded its customer base; opened four new regional offices; and launched new divisions providing engineering, technical and construction services to the telecommunications industry.
He is currently Treasurer of the MD-DC Wireless Association, and he served for six years on the Board of Directors for the Juvenile Diabetes Research Foundation (JDRF) – Maryland Chapter. Tom is also a member of the Young Presidents Organization (YPO) Washington, DC/Baltimore chapter, and is a current Board Member of WIA, the Wireless Infrastructure Association.
Tom received his bachelor’s degree in English literature with a minor concentration in Business Management from the University of Maryland at College Park and also serves on the Board of Directors for DeMatha Catholic High School in Hyattsville, Maryland.
Conlon McCarthy

PresidentConlon McCarthy serves as the President of NB+C, overseeing all operations within the company, and working closely with all of NB+C’s regions to identify cross-functional efficiencies that benefit our clients.
Prior to January 1, 2021, he served as Vice President of Site Development for NB+C, responsible for operations, business development, client partnerships and employee/project performance for the company’s Site Development division. From 2006–2012, Conlon was the Managing Director in the mid-Atlantic region, surpassing its growth targets while maintaining NB+C’s reputation as the leading wireless site development firm. To address clients’ needs for true turnkey solutions, Conlon was instrumental in expanding NB+C into technical services in December 2007. The unit has since developed into a stand-alone division, NB+C Technical Services.
Conlon began his career with NB+C in January 1999 as a Site Acquisition Specialist and has held positions of increasing responsibility throughout his tenure.
Conlon received his Bachelor of Arts and Science from West Virginia University.
Gregory Tully
EVP, Strategic ProgramsGregory Tully
EVP, Strategic ProgramsAs the Executive Vice-President of Strategic Programs, Greg plays a leading role in developing and executing both short-term and long-term company strategy. Among his initiatives include production efficiency, industry diversification and business growth, and NB+C’s tower development program.
Greg first joined NB+C in 2003 as a professionally trained land-use planner specializing in high-level planning and zoning research, professional writing, government relations and complex entitlement processes. In 2009, after holding various roles of increasing responsibility, Greg helped found the company’s first internal professional engineering service offering.
From 2011 to 2020, Greg went on to serve as the Managing Director of NB+C’s Engineering Services Division, a role in which he was responsible for the business development, strategic planning, and financial performance of the division. Under Greg’s leadership, the division grew substantially, affording NB+C a leading position among engineering firms in its space.
Before joining NB+C, Greg held positions with Crown Castle and Shenandoah Tower Services.
Greg is a 1996 graduate of Washington and Lee University, receiving his Bachelor of Arts in American history.
Craig Bartlett
EVP, Chief Financial OfficerCraig Bartlett
EVP, Chief Financial OfficerCraig Bartlett serves as the Executive Vice President and Chief Financial Officer for NB+C, leading the Finance, Accounting, Information Technology, Marketing and Human Capital teams.
Prior to NB+C, Craig held senior leadership positions with several industry-leading firms in the behavioral health services industry, including the CFO roles at Learn It Systems and Progressus Therapy. Craig was also the Vice President of Finance and Treasurer of Duratek, Inc., a diversified company serving the nuclear utility industry. Following the sale of Duratek, he joined a leading U.S.-based venture capital firm, where he led the accounting and finance operations for the firm’s investment funds and back-office operations.
Craig began his career in Baltimore with an international public accounting firm.
Craig earned a Bachelor of Science in Accounting, cum laude, from West Virginia University and a Master of Business Administration from Loyola University Maryland, and he is a Certified Public Accountant.
William Welber
EVP, NorthWilliam Welber
EVP, NorthWilliam Welber previously served as Managing Director of the Northeast since 2006. As Executive Vice President, North he is responsible for project operations, sales and business development, financial performance, and personnel management for all projects in the Philadelphia, New York City and state, and New England markets.
William started with NB+C in 1998 as a Site Acquisition Specialist, and he has held several positions of increased responsibility, including both Project and Program Manager. Since he became a Managing Director, NB+C has opened regional field offices in Blue Bell, Pennsylvania, and Chelmsford, Massachusetts.
Prior to joining NB+C, William worked as a Project Manager with Whalen & Company, Inc.
William received his bachelor’s degree in history from West Virginia University.
Steve Weber
EVP, General CounselSteve Weber
EVP, General CounselSteve Weber serves as Executive Vice President and General Counsel for all of NB+C’s divisions. He is responsible for overseeing all legal matters, including contracting, litigation, corporate governance, insurance and regulatory compliance, and he also serves as corporate secretary.
Steve joined NB+C as a Zoning Manager in 2001 and has consulted on numerous projects and assisted clients in obtaining countless entitlements, eventually assuming responsibility for NB+C’s entire land-use program. In 2013, Steve transitioned to become NB+C’s Director of Legal and Safety, developing and implementing NB+C’s internal Safety Program and vendor onboarding process. He was promoted to NB+C’s General Counsel in 2016.
Prior to joining NB+C, Steve worked for a national telecommunications site development company and later as an attorney in private practice at an insurance litigation firm. With over 20 years of experience in the telecommunications arena, Steve has had the opportunity to consult on a wide range of matters.
Steve is licensed and admitted to practice law in Maryland, New Jersey and the District of Columbia. He received his Juris Doctor, magna cum laude, from the University of Baltimore School of Law, where he was a member of the Moot Court team and Heisler Honor Society.
Mikel Budde
VP, Information TechnologyMikel Budde
VP, Information TechnologyMike Budde was previously named Managing Director, IT Services June 1, 2020. Now Vice President, Information Technology, Mike will continue to utilize a unique blend of field operations expertise and strong systems acumen to enhance and modernize our back-office processes and reporting.
Since joining NB+C in 2000, Mike has held positions as Site Acquisition Specialist, Zoning Manager, Project Manager and Program Manager. His field experiences include multiple market launches; a test bed deployment; and assistance in developing many local zoning codes, policies and processes. Most recently, Mike led an internal project to establish and implement policy governing the company-wide roll-out of a standardized operating platform across all regions and departments.
From 2013–2017, Mike was the managing director of NB+C’s mid-Atlantic region. Under his leadership, the region’s footprint grew to include deployment services in western Pennsylvania, Ohio and West Virginia. He increased his team’s size by 175%, with a focus on hiring candidates who were new to the wireless industry.
Prior to joining NB+C, Mike was a project manager in the environmental consulting field.
Mike graduated from Shippensburg University in 1996 with a bachelor’s degree in geo-environmental studies and a minor concentration in public administration.
Amy Mahoney
VP, NorthAmy Mahoney
VP, NorthAmy previously served as Managing Director at NB+C, and as VP, North is responsible for site acquisition, business development and overseeing NB+C’s services in the Northeast.
Since joining NB+C in 2000 as a Site Acquisition Specialist, Amy has garnered extensive experience with a focus on operational management and strategy for the development of telecommunications infrastructure, which spans across verticals such as small cell and distributed antenna systems (DAS).
Prior to joining NB+C, Amy supported the launch of a telecommunications start-up in Philadelphia.
Amy earned her Master of Business Administration from Cornell University’s SC Johnson Graduate School of Management, Master of Science in education from Saint Joseph’s University and Bachelor of Arts in history from the University of Pittsburgh.
Danielle Garrity
VP, Mid-AtlanticDanielle Garrity
VP, Mid-AtlanticDanielle Garrity is the Vice President of NB+C’s Mid-Atlantic region. In this capacity she is responsible for operations, financial performance, business development and personnel management for all programs in the Baltimore/Washington and Ohio/Western Pennsylvania markets.
Danielle joined NB+C in 2010 as an Assistant Program Manager and has held several positions in project operations, business development and employee development during her tenure.
Prior to her career in wireless, Danielle worked in the nonprofit sector.
She received her Bachelor of Arts in Sociology from Roanoke College and a Master of Business Administration from the University of Maryland at College Park. She is a board member of the Maryland/DC Wireless Association.
Casey Bohn
VP, SouthCasey Bohn
VP, SouthCasey Bohn is based in Richmond, Virginia and previously served as Managing Director of Site Development for the South region. As Vice President, South, he is responsible for all daily operational and sales activities, including business development and oversight of client and vendor relationships for the entire Southeast region.
Casey began with NB+C in 2005 as a Construction Manager and has held many roles of increasing responsibility within the organization. He has been a member of the Executive Board since 2014 and is involved with company strategy at the highest level.
An electrician by trade, Casey began his career in wireless over 20 years ago, working with a telecommunications contractor in Virginia.
Krupakaran Kolandaivelu
VP, EngineeringKrupakaran Kolandaivelu
VP, EngineeringAs NB+C’s Vice President of Engineering, Krup is responsible for production scheduling, quality control, personnel management and training of the NB+C Design Team. In addition, Krup plays a critical role in helping to grow NB+C’s engineering contractual scope and client base through business development and sales.
Since joining NB+C in 2012 as a Program Manager, Krup has utilized over 20 years of progressive experience in all the phases of civil and structural engineering design and construction to manage the growth and direction of the division within the organization. Under his leadership, the engineering team at NB+C incorporates current design trends and practices in its engineering solutions.
Prior to joining NB+C, his time at other multi-discipline engineering firms has provided Krup unique insight into the traditional engineering design combined with operations and management processes.
Krup received a BS in Civil Engineering from Bangalore University and MS Degree in Civil & Structural engineering from Lamar University, Texas. He is a licensed PE in Civil and Structural disciplines in twenty-four states. He is a member of several professional organizations including the Delaware Valley Association of Structural Engineers (DVASE), the TIA – TR-14 Engineering Committee on Structural Standards for Communication and Small Wind Turbine Support Structures, Board of Director at Telecommunication Industry Foundation (TIF) and the New York City Department of Buildings – Existing Building Code (EBC) structural committee member.
Kara Silbert
VP, Human CapitalKara Silbert
VP, Human CapitalKara Silbert serves as NB+C’s Vice President, Human Capital. Her responsibilities encompass the strategic oversight of the employee life-cycle including talent acquisition, talent management, performance management, learning and development, employee engagement and retention.
Kara joined NB+C in 2014 as its Talent Acquisition Manager. In 2017, Kara was promoted to Director, Human Capital and admitted to the Executive Committee in 2019. Most recently, Kara was promoted to Vice President, Human Capital in 2023.
During her tenure at NB+C, Kara has transformed Human Capital at NB+C, creating a foundation for positive growth and change through the development of new programs and initiatives. She led the company strategy to create and implement the industry-leading Learning and Development program, Internship Program, and the creation of several employee engagement programs including the Diversity, Equity, and Inclusion program for NB+C. Kara’s strategic vision and tactical execution of programs and initiatives has been instrumental in the development of our strong company culture, attracting and developing talent, and improving employee engagement
Kara brings more than 25 years of experience to her position from industries including consulting, accounting and finance, and architectural and engineering.
Kara received her BA in Political Science from University of Maryland.
